Register of Interests 2011-2016 (10 March 2016)

Introduction

At its meeting on 11 July 2011, the Independent Financial Review Panel (IFRP) agreed to include in its Code of Conduct, a commitment to maintain a Register of Interests. In addition, at each meeting of the IFRP, there will be a standing agenda item to allow the Chair or members to declare any interests which they have in relation to the issues to be discussed.

The purpose of the Register is to provide information on any financial interests or other material benefits which the Chair or a member of IFRP receives which might reasonably be thought by others to influence his or her actions or decisions taken in his or her capacity as Chair or member of the IFRP.

This document sets out the rules governing the registration and declaration of the financial or non-financial interests of the Chair and members of the IFRP and provides guidance on their application.

The Chair and each member are responsible for their own entry and for providing any additional information which may be relevant at meetings of the IFRP.

In relation to their IFRP responsibilities, the Chair and members are prohibited from supporting or initiating any matter on behalf of another person in return for payment or benefit and also from conferring benefit upon a body or individual from whom they have received, or are expecting to receive a financial or material benefit.

Categories of Registrable Interests

1. Directorships

Remunerated directorships in public and private companies should be declared in this section. This includes directorships which are individually remunerated but where remuneration is paid through another company in the same group.

2. Remunerated employment, office, profession etc

Any employment, office, trade, profession or vocation which is remunerated or in which the Chair or member has a financial interest should be declared in this section.

3. Elected/Public Office

Membership of all elected and public offices, whether remunerated or not, or if expenses only are payable, should be included in this section.

4. Gifts, Benefits and Hospitality

This section is for the registration of any gift, hospitality or material benefit to the Chair, a member or their partners, with a material benefit exceeding £5, from any individual or body which in any way relates to the responsibilities of the IFRP.

5. Shareholdings

In this section, the Chair and members of IFRP are required to register shareholdings which they hold either personally, or with or on behalf of a partner or dependent children, in any public or private company where either the nominal value of the shares held is greater than 1% of the total nominal value of issued share capital or where the market value of the shares exceeds £25,000.

6. Land and Property

The requirement in this section is to register any land or property, owned jointly or with a third party, either within or outside Northern Ireland, other than any home used for personal residential purposes by the Chair or a member, their partner or dependent child, which is of a substantial value or from which a substantial income is derived.

7. Miscellaneous

Any financial interests relevant to the functions of the IFRP not falling within one of the above categories should be listed in this section.

General

It is the responsibility of the Chair and members of IFRP to notify the Secretary of changes in their registrable interests within 28 days of the change occurring.
